Because standards are kind of on the useful side. Although I wouldn't object 
an upgrading of the "official" one to 2+, it has to be said.

I don't think it's that simple, otherwise you could just do exactly the same 
with DOS (how about data files, or software which does things with the date 
and expects 4 bytes?), but it's definitely off-topic, so... :-)
