You need the AT - no doubt of that at all.  It seems to work when you switch 
modems because the _other_ modem is configured to report BUSY.  Your string, 
without the AT command introducer, is simply ignored by the modem.
My init in Bink is AT Z1 | - because I've configured the modem properly and 
saved the config to NVRAM.
