I agree with much of what you said, but disagree here in a big way.  As a
military officer who has done a couple of tours in DC, I wish it was so
much easier to get rid of a few GS's.  The majority, especially in DOD are
great, they really work hard.  But I have seen some that are just terrible.
 My friends that have taken GS jobs in DOJ and others tell worse stories. 
GS is just like any other union in this respect and it should be easier to
fire those not carrying their load.  Who has been fired for not toeing the
line? It makes a good sound bite, but it doesn't work that way.
