I must say I agree with you also on this. I've seen some who have retired
in place. It should be easier to remove those who either won't or can't do
their jobs. But the administration was trying to strip all civil service
protections. Also, as I said I've been in private industry. There's dead
wood there. Relatives, friends, lovers who are virtually untouchable.

As for this - a good example of getting folks to toe the line was the
analyst at HHS whose figures showed that the medicare prescription benefit
was going to cost far more than estimated. He was ordered not to tell
anyone, including members of Congress, even if they requested the
information. Or the attempt to muzzle scientists at NASA re global
warming. If government employees become at will who would speak out?
