I work in a poor, rural area where unemployment still hovers at
around 10% and we see the same factors coming into play. There's
only one way to break the cycle - set academic standards in schools
that refuse to allow students to move on to a new level (grade
level?) until they are successful at at the earlier level. There's
no excuse for seniors in high school to be reading at a 3rd grade level.
