Nope. It stopped being true when they started attacking lebanese state
targets period (mil, econ, vital infrastructure). It is called "taking
down the system" & that's kewl in country2country war but George
is saying this ain't "country2country" but
"country2terrorGroup" so....well...."taking down the
system" ain't kewl in that case.
Then it becomes collective punishment.
& that's illegal.
