Bush just used his veto for the first time the other day.  The problem is
the lack of oversight by Congress.  They pretty much spend all their time
raising campaign funds. Even when they're in session they generally meet
Tuesday-Thursday. Even then, many times they start late on Tuesday and quit
early on Thursday.
