IBM2SCSI.ADD checks bit 12 of the slot size field in the POS info in order to determine if the card is in a 16-bit or 32-bit slot and accordingly either disables or enables access to memory above 16 MB. You can use the /TR switch on IBM2SCSI.ADD to enable tracing, and you can emit debugging information out COM1 or COM2 with the /C1 or /C2 switches. You should also try striking the Alt-F2 key when the white box and "OS/2" appears at the very beginning of the boot sequence; this will display the names of device drivers as they are loaded. The SYS0693 error message is emitted only by HPFS.IFS, not by WPS.
