subject: Creeping window under win95

A user reports:
    I would like to have e32's window open at the same physical location
    (upper left corner of the desktop) on the screen every time I open it
    (assuming I have no other copy of it running). Presently the window
    moves down and to the right with each consecutive opening and exiting of
    the program, eventually covering desktop icons that I don't want
    covered. It moves as though cascading even though no other window is
    open.
    I am running windows 95, I am loading the editor via a short cut, and no
    .pif file is involved.  The short cut settings are:
    Target: C:\tse32\e32.exe
    Start in: C:\sgml
    Shortcut key: None
    Run: Normal window
Using what he has given me, I can not reproduce this behavior on my win95
machine.  On my machine, e32 started via a short cut always opens the window 
at the same place.
My questions:
Is there anything that can be done?
Does anyone else notice this on win95?
