Actually, in his books for business (and industry) he gives numerous examples
how the testing itself can lead to less productivity and quality. The book I
quoted is aimed specifically at education, this is why human failings are
mentioned.

Deming states that the method is where the most quality improvement comes
from - good solid methods deliver a product that has high consistent quality
without a need for rework or testing during the process.
I hope to be able to post more of the book tomorrow - still haven't called
them about it.
