While I've not written a lot of letters (though even one is one more than
299,000,000 Americans write) I've gotten (even to email form letters)
replies most of the time and though they were "canned" they
usually took the trouble to make the "can" match the complaint
(which I presume is why they have the topics on a drop down that correlates
to same "can" 

I'm working on a letter now for a few of them between now and Monday that opens:

"2008 would have been the 9th time I participated in a presidential
election and the 9th time I voted for the GOP, if you rollover on this
amnesty program my 9th vote for a GOP presidential candidate will never
happen, not in 2008, not in '12, not in..."

Aside to Gary B.: Eh, I dunno, I understand your frustration very well, but
I think I'd have left out the all caps closing paragraph
