Bingo! I just called the Consulate. The first person I spoke to hadn't
even been aware the flag was flying at half-staff (half-mast) but promised
to call back. A few minutes later ... there was a presidential
proclamation about fallen peace officers.
My hockey coach one year was a cop. He was killed in the line of duty a
year later. First funeral I attended (or, at least, that I recall
attending).
