Where are you connecting to?
You can only get the higher connect rates if you call an internet provider 
that has the higher speed modems.
Calling a local BBS will not ge you the faster speeds even if you both have 
the 56k modems.
And most of the ISPs still have not upgraded to the 56 K modems yet.
