Can USB support be added to a machine running Windows 95b?

My mother bought my father, for Father's Day, what appears to be a very
nice digital camera.  She didn't ask me about it first, but after buying
it, asked what I thought.  First thing I noticed about it was that it
requires a USB port.  His machine does not have one, but I have a spare
card that I can put in it to add 2 ports.  However, the card requires
Windows 98SE or better because that was when USB support was introduced.
The camera also requires SE, but I believe that is due to the USB
connection requirement.

His machine meets all the other requirements.  Is there any way (third
party, maybe) to get USB drivers & support for Win95b, or will he need
to upgrade?
