 Close. The highest speed is at the outside.
The data gets written from inside to outside.

 The RPM stays constant, so more CD surface
goes by the pickup at the outside edge of the
disc than goes by at the inside of the disc.

 Data transfer is almost never at the highest
rate, because most times the data does not
extend out to the outer edge.
