Win95B included USB support-- either as a downloadable upgrade or installed
along with the OS... I have a set of Win95B OEM CDs that are all labelled
Windows 95 with USB Support.
 
However, it's USB support was at best limited, and required different
drivers than Win98 and later OS versions. As a result, few manufacturers of
USB hardware bothered making Win95B drivers. If there are no drivers for
your particular hardware, you're out of luck.
 
(At my school, much of my computer lab runs Win95B/USB... the only USB
hardware that we actually use is an Intel QX3 microscope which-- as
described above, lacks Win95 drivers. As a result, we have Win98SE
installed on a dozen systems, and only use the microscopes with those
computers).
