No question about it being more "unforgiving". Just about 99% of all
new pre-installations of XP are formatted using NTFS primarily because
of the very large hard drives that come with the systems. This makes it
very difficult if not impossible for the average PC user to recover from
errors.
MS brags about the recovery console and so forth, but again most users
don't know how to use it. Consequently, they wind up re-installing the
OS even though the error(s) may be easy to resolve.
