I've stated that I didn't think the proposal would fly myself, but I don't
see it as any sort of "conspiracy", or an attempt to hold onto
"power", as you put it. IMO, the simple fact of the matter is
that most RC's in this network, and the vast majority of members of this
network simply don't see anything wrong with policy as it is, and so don't
see any reason to change it. Most sysops in fact couldn't care less about
policy, so long as their echomail flows regularly and they aren't hassled
too much.

It seemed to me that Ward was very willing to consider policy change,
provided the majority of RC's stood up and said that they supported it.
That support, outside of Z1, has not been forthcoming, so Ward is obligated
to respect the will of the majority, despite the wishes of the RC's of this
zone.

The will of the majority must be respected. If the majority don't want a
change in policy, we can't force it upon them. OTOH, the majority in /this/
zone /do/ seem to want a change in policy, so as I have said right from the
start, our energies in this zone would be put to far better use in creating
a zonal policy.
