Edit config.sys, find the PROTSHELL= line, and replace PMSHELL.EXE with CMD.EXE.

Then reboot and see what happens.

I assume that's what you're talking about, anyway; although I don't think
there is a seperate application mode for 'fullscreen OS/2 when Presentation
Manager isn't there'. As far as I know, all Full Screen and Window
Compatible applications will run like that.
