Hence a top-down approach.  Those at the top will need to be the first to
use the new software.  Segments submitted as SLF remain subject to SLF's
limitations, but those submitted as XML won't.  As the XML software spreads
among the *Cs, more of the XML nodelist will be XML native.  SLF nodes will
not notice any difference, except perhaps that simple errors in listings
will be auto-corrected by the translation process from SLF -> XML ->
SLF.
