Not necessarily. XML capable Nets, Regions or Zone can issue their own XML
Net/Region/Zonelists, without the cooperation of other Nets/Regions/Zones.
However, if XML gets popular, luddite *Cs will simply find themselves out
of a job as XML capable systems will 'route around the damage' by
organising their own distribution channels.
