Let me tell you - this is a PAIN!!! I wanted to do something similar,
but with a cover page (no number), Table Of Contents/Illustrations (two
pages with lower case Roman numerals), then start "standard" numbering
at "1". It took a bit of fudging around, designating which
Header/footer should be the same as the previous and such.
The key is in designating the Page Number format (Insert, Page Number,
Format), and the header/footer design (same as previous, or not).
