        Did you try ATX4?  That is put an X4 into your init string.  That 
makes your modem pick up busy signals, no dial tone, voice etc.  If that 
don't work...  I dunno...  What kind of modem is it?  I have a Sportster 14.4 
book right here, I'd imagine all the other sportsters use similar commands.
