Well, if you have ftp access, then ftp.cdrom.com has them for free in the
pub/os2 directory.  (The whole hobbes archive is available from there. 
That's what they make the CD from every four months.  emx (which includes
gcc) is available in pub/os2/32bit/unix/emx09a (not quite sure about the
last subdir name, check 00index.txt in the pub/os2 directory for a complete
listing of everything.)
