     Locutus is probably Latin. IIRC, it means "word" or "speak". All of
 which could be taken as a designation. Picard was the designated speaker
 through which the Borg communicated with the Federation. It is similar to
 what the Vietcong would do to servicemen captured during the war. They
 would attempt to brainwash those men and then have those same men speak on
 television to the US in an attempt to demoralize soldiers. It was very
 effective tactic.
     Anyway, that is undoubtably the reason why Picard was given the name
 Locutus by the Borg instead of just being made into a nameless drone.
