In over half a century on this planet, I have learned at least a dozen
ways to kill another person with my bare hands and/or feet, though I have
never used this knowledge and pray to God that I never have to use it.
Would they outlaw hands and feet because they ENABLE me to kill someone?
I have the technical expertise to be able to pirate TV cable service, but
my moral standards prevent me from doing this.  Would the law make the
necessary electronic components illegal, even though there are many legal
uses for these items?  Every vehicle on the road can be used dangerously
and illegally.  The list goes on.
 
My point is that the physical ability to break legal and moral laws should
not be the basis for outlawing whatever is needed to break those laws,
even though there are legal uses for those items?  I think not.
 
OTOH, there will always be those who will kill, pirate cable service,
drive dangerously or monitor phone calls if they are able.  IMO, the
soloution would be routine encryption, either voice scrambling or
digitizing confidential phone calls, and the realization that ANY phone
call COULD be monitored, (even hardwired phones are easy to tap if someone
has the technical expertise and wants to go to the trouble to install a
tap, either wired or radio).
