Okay.  I had a chance to have a more serious look and have made the
following revisions....

:!  RAPID=Y         - don't delay after running progs

:!  LOGGING=1       - log execution of programs
::  [changed by GBM - Monday, December 22, 2003]
:!  LOGGING=2       - log also non-execution if user says no when asked
