   Hello Ian,
   Naturally you can not use Optus if it is not available for local calls.
   However you can use it for STD.
   AUSTEL is, as I stated, the governing body for ALL Telecommunications
   including Telstra, Optus, Vodaphone and anyone else coming in the
   future.It is the "Obudsman" of all telecommunications. I think Telstra
   will retreat on this BBS issue but complaing to Telstra brings nothing
   but the usual infamous "internal" inquiry.
   If everyone concerned had complained to Austel initially Telstra would
   have stopped their proposed action within 24 hours. That is what happened
   with my own personal (not BBS) complaint with them and I got a large
   refund from Telstra simply by complaining to the RIGHT authority.
