I was told once that it's required in *all* work in NYC that's three stories
or over, anything less requires BX armored cable, and romex is a no-no.

Number 14 - 15 amps
12 - 20 amps
Those are the two most common sizes used in residential work. You won't find
much newer wiring going in anywhere that uses other than number 12 wire for
the most part, anyway.
