The TCP/IP development kit and documentation is on the DevCon CD. 
Other than that the sockets interface is similar to Berkeley Unix
sockets and somewhat similar to Winsock.  I'd suggest a book
"Programming WINSOCK" by Arthur Dumas (SAMS Publishing 1995).  It is
heavily Visual C++ oriented but the general information may be of use. 
Or you can go with a Unix oriented text.  That combined with the DevCon
provided information and the EMX docs should be enough to get you
started and experimenting.
