*Actually*, I was referring to a much more complicated kind of necessary
action, more than putting one's foot on the brakes.  More like "failed to
have an effective security system in place".

Firstly, you'd be a hell of a bad businessman :-).  Hey, when you say
"allowing", you're not really allowing them at all.  They're stealing if
they take one, _they're_ breaking the law.
