Hello Bryan,
zaterdag 21 december 1996, Bryan Smith writes to All:

I think, when a program exits, Windows doesn't free the resources allocated 
by a program. If Delphi uses Windows resources, instead of an own system for 
handling dynamic memory, this will be the reason of the problem.
