No, it does not imply that the unity is between Great Britain on the one
hand and N. Ireland on the other.  Rather the kingdom includes both Great
Britain and
N. Ireland, the former including Wales and Scotland.  chop off N. Ireland
and you still have England, Wales and Scotland. Therefore you still have a
united kingdom - the United Kingdom of Great Britain if you like.
