There are heaps !

AddTools - A bit hard to configure... no gui, but it works.
ToolManager - It does a lot more than just menus. Dock-icons, etc.
ToolsDaemon - This is your best bet if you just want custom menus on your
WB. This does not add items to the tools menu, instead it lets you create
your own custom menus/submenus, etc. For instance you can have a 'Prefs'
menu after the 'Tools' menu and a 'Games' menu and a 'Utilities' menu. You
can even have submenus, like this:

You should be able to get any of the above listed programs from any decent
PD/Shareware library, or from Animet/Aminet CDs.
