Sort of. Fragmentation has always referred to both
non-contiguous free space and non-contiguous file 'blocks'. It
has never referred to only one or the other. 

We could refer to the oceans as 'wet-earth' and the continents
as 'dry-earth' but that would only 'fragment' our understanding
that it is one entire planet. ;-)
