Technically if you follow the letter of the law of Policy 4 (but who the heck
does) any node in the nodelist needs to have their mailer up during ZMH.

I would just assign the "points" a real node number and mark them as a
private node.  That would get the numbers up in Z4 and show some growth. 
Perhaps that's what we need to do to get fido to grow.
