I usually get my disk from Indelible Blue Inc (1-800-776-8284).  They are
charging about $22 or $23 shipped to your door for the archive disk which
has EMX compressed.  I believe they also sell the Hobbes ready to run disk
which has it installed and ready to run...

The EMX compiler is very good.  It has a few bugs but the author is very
very good about fixing bugs (if you report a bug with a small piece of
source code to demonstrate, he usually will get it patched within a couple
of weeks!) but I don't know how good it would be running it off of the
CD-ROM.  Accessing all those header files on the CD could take some time. 
You can install it on your hard drive for around 10mb so that would
probably be worth it.
