The congressman or senator represents their DISTRICT, WITHIN a state. That's why the senator here, Herb Kohl, and the senator in Milwaukee, Russ Feingold, even though both are democrats, were at odds over the new Milwaukee Brewers stadium. Feingold wanted the whole state to help pay for it, Kohl wanted just Milwaukee city taxpayers to help pay or it. (With Tommy Thompson's help, Kohl won out.)
