Yeah, all of those things are bad and the perpetrators
should be prosecuted.  But calling _all_ people with
dark skin "uncivilized", as you did, based on the actions
of the relatively few actors who did those things
is racist and, I would say, uncivilized.

Are all white people uncivilized because uneducated
