Problem being that war is profitable -- and that budget you speak of is
already done -- Hemp Oil could easily replace crude for our fuel needs
and be ever-sustainable!

BUT there's the "War on Drugs" to deal with and there's great profit in
banning something useful (hemp) in the name of something evil
(marijuana, supposedly worse(Schedule I Drug) than cocaine(Schedule II
Drug)! :P  Even though there's no evidence to suggest marijuana is any
worse to a person than is alcohol -- and, in fact, lots to show exactly
the opposite!
