        My point exactly, Ray.  Are we going to have to watch another arms
race, this time in Central America?  At least the Paraguayians have the
guts to tell China where to go.  I wish Slick Willy would.  How's the 
ddition
going to effect Paraguay's current air force?  Are they fairly up to date, or
do the F-5's represent a considerable improvement.
