    In answer to your question;  cool scarves [there may be other names] are
bandana type things that are compartmented to hold crystals,
these are then soaked in water and chilled or heated.  They are then worn
around the neck [or elsewhere] to provide a portable temperature moderater.
The crystals swell up and hold the water without much dripping.  The same
crystals can be used for many different things like starting plant cuttings,
of arranging flowers.
