The trouble with all this is that some of the best writers have been known to be practically inarticulate when expressing themselves verbally. Most writers don't make good interviewees on TV. Worse yet, some of the most smooth talking, most articulate people I have known have also been the least educated. Their grammar may not be good and their vocabulary limited, but they will talk your leg off and sound good doing it. I don't see any necessary correlation between speaking well and intelligence. As for reading a lot, most writers do that, yet without editors their books would be practically unreadable because of poor grammar and worse spelling. The English usage of some might be improved by extensive reading, but not necessarily. If Bush comes across as ignorant, it is because he is and can't hide it. If he were more articulate, his ignorance would probably be even more apparent in the many gaffes.
