I've *read* in a book of this solution, but never tried it:
Dig a trench some two feet deep, place about 3 inches of gravel
along the bottom of the trench, re-fill.
I think the idea is to provide a continuous path of gravel that
will "weep" water out of the garden area. I'm not sure whether
one lays the trench along the lower edge (downhill or receiving
edge) of the garden plot, or whether one places a rectangular mat
of gravel under the whole area.
Lot of digging by hand, but maybe not so bad if one can hire a
little bob-cat for a day.
