Is there an FCBS bug with Borland C++ 4.5?

I have a program that when compiled as an OS/2 app with BCOS2 2.0, 
runs fine. When I compiled with BC45 (large model - DOS), it compiled fine, no 
errors, but when I run the resulting EXE, it traps with a SYS0035 error
which is un unable to read file, and points to a lack of an FCB. Raising the
FCBS line in config.sys from 16,8 to 32,8 had no effect.

Any ideas?
