This is not and never has been legal.  It is illegal.  (But it is winked
at, if paid any attention to at all, by the paper-shufflers at FCC and
on, you'll pardon the expression, Capital Hill, eh?)  Not unlike that
olde tyme American sport of ambulance chasing!
These are just a couple of the tens of thousands of laws, statutes,
ordinances, rules, regulations and (my favorite) traffic signs and
signals which go unenforced every minute of every day.  They are all
virtually unenforceable.
