It doesn't make any difference which order they're merged.

Until XML is the official nodelist format, NCs will not be required to
carry it. By the time it IS the official format, it will arrive as XML
already.

I wouldn't consider it a flaw. Since your only other option is SLF, from
which the broken data originates, you can only gain by XML.
