Yep - Postwar reconstrunction of Lebanon 1992 to the present never really
happened. That's were the United Nations ( all the politics/schemes of
various nations) failed Lebanon. It seemed like none in the region wanted a
strong Lebanon.  If the money would have gone to rebuild the social
infastructure then the infiltration of it by Hezbollah radicals might not
have succeeded.
