Who has the responsibility of generating the binkd.txt/binkd.nl file(s)?

I see that they are created using a script by:

"Created by binkd_nodelister.pl version 1.0 - 26 November 2002
# Copyright (c) 2002 by Jerry Schwartz and Write by Night"

I ask because BinkD chokes on the latest BINKD.TXT file that I grabbed from
filegate earlier. Seems there are many, many, many entries such as:

Node 1:11/331   ftn.emergencyscene.net
        -
Node 1:11/340   binkp.echo-base-bbs.com
        -
Node 1:120/0    ftn.rocasa.com;95.154.237.85    -
Node 1:120/229  xblade.mooo.com -
Node 1:120/301  bbs.legionhq.net:60178  - Node 1:120/302  mojo.synchro.net
;bbs.mojosworld.net     -

BinkD here chokes on the lines containing just a "-". I cleaned
up the first 1000 or lines. But if I run BinkD I get:

03:40 [21818] /home/bbs/sbbs/binkd/binkd.nl: line 1027: error in configuration files
03:40 [21818] -: unknown keyword
