Thoughtful of you to preface your pure fantasy with the "pure
fantasy" label.
As David Kay points out, it took the UNSCOM inspectors 4 year to find the
bioweapons program because, yes, Saddam really did hinder and hide stuff:

obstructed by the Iraqis from doing their jobs:

Inspections are getting harder to do since the intelligence on what
countries are doing requires external sources as indicators. But those
indicators will decline in usefulness as countries develop indigenous
abilities to make needed equipment:

Of course North Korea isn't going to allow inspectors in to discover which
of North Korea's underground facilities are being used to develop nukes and
other weapons. So we don't have to worry about inspections failing in North
Korea.
